"How many have showed up?" A man questioned as he walked along a corridor, flanked by three guards of various appearances.

"Last head count was roughly one hundred." Dynal stated, standing just an inch above the first with street closes, a large rip going across the front to expose his chest.

"They're mostly rouge mages. There's a dozen Stray Devils and Fallen Angels." A massive man informed, standing over seven feet with a set of heavy silver armor. The behemoth of a man also had a large sword on his back, a chain at the end of the handle that hung freely.

"So mostly humans again… anything promising among the Strays and Fallen Ones?" The first man asked.

"Most of the Strays are bottom tier, although there's one that is either upper B-Class or lower A-Class. And one of the Fallen Angels has four wings." The last of his guards said, a magnificent woman in mage robes and a pair of horns protruding from her head. She had a magic staff in hand, the markings going up it signaling she came from a powerful lineage.

"I suppose we'll work with what we have. At least we have plenty of fodder with the human mages." The leader said, the group stopping at the wall at the end of the corridor. He would merely pulse his power to cause it to crack open, entering a massive room onto a podium.

The room was the evidential meeting place set, as the mentioned mages, Stray Devils and Fallen Angels were all waiting. There was an uneasy tension in the air, especially between the Devils and Fallen Angels, most of the mages having been pushed back by the superior beings of vast sizes.

When he entered the room, the man felt an overwhelming presence among the crowd, sensing it seemingly plague the room's air. Amidst his search he saw a large snake-like Stray Devil, it's body covered in white scales and horned protrusions on the back of its head. The pure red eyes had intense malice to it, making him believe the beast's bloodlust is the source of the vile presence.

The idle chatter of the room and residual tension slowly went away as the man walked to the edge of the podium, coughing to clear his throat and getting most of the renegades' attention.

'They follow cues well enough, that's promising.'

"Welcome, it's pleasant to see so many of you take up the invitation each of you have been given." The man spoke, a calm demeanor on his as he addressed the room. "My name is Gregor, and I am a representative of an organization of high priority. We're aware the current conditions present are rather… unorthodox, to put it lightly."

"The world's entering a disturbingly peaceful time, and many of us see the flaws that are coming with it." He continued, motioning to his guards behind him. "Stagnation, irrelevance, desuetude; few of the many errors that have come from such a silent world. You all may have your own selfish and vile reasons to be here, and let it be known those are all accepted. All that will be asked of you is to cause some… imbalance."

"Of what kind?" The four-winged Fallen Angel asked, crossing his arms over his chest as he looked up.

"Any kind if we're to be honest. Kill a few citizens of a faction, eliminate a specific target if request, or hell just blow something up." Gregor stated, a few grins rising amidst the Stray Devils and mages. "However before that, there's something in particular that needs to be dealt with." He then looked back to the woman in his guard, motioning her forward. "Meliena, if you would?"

"Of course." She smiled, walking ahead to the edge. "A few miles away from here is a town, a lovely place known as Kuoh. Here the cease-fire was ratified and paused the major conflict between the Christian factions. Currently there's two High-Class Devils residing there to oversee the territory; Rias Gremory and Sona Sitri." A stir of murmurs among the humans overtook, even a few of the mutant Strays growling in acknowledgement of the two heiresses. The mage would wait for them to quiet down, continuing once they stopped.
