Suieimei Shinkai is a girl that was born from a quirk marriage. Two rich families, the Shui(Water in Chinese) clan and Marin (Marine in Japanese) clan, decided to join in hand for nothing more than fame and money. The Marin clan were known for producing heroes with marine based quirks while the Shui clan were known for producing heroes with water based quirks. The thing about both families are they believe in only allowing strong MALE heroes coming from their families, or in other words; females are not allowed to become heroes and must stay home to care for the house and children or if they really wish to work, they must have a job where they can work from home. The stereotypical 90s type sexism where women stay at home and their only job is to care for and make children. Regardless of the families' beliefs a few females from both sides did manage to become VERY small time heroes but it never lasted long. Despite her family's ideals and beliefs Suieimei wants nothing more than to become a hero and prove to her family that females are useful in the heroic field as well. Now to make this short, the Seraphina family also takes missions no matter the content of it they would do it without hesitation except for killing someone. The government told the Seraphinas that they must do thorough investigation of the person that the Seraphinas are told to kill to avoid killing someone innocent or not worthy of killing. The Seraphina family were also good assasins including Mizuko However, Mizuko's grandfather gave her a mission coming from a school name UA. Mizuko's grandfather told her that this wasn't just a mission it was also a invitation or recommendation in going to UA in Japan where super powers or quirks exists.
