Most, not all, of the pros and authorities don't want to put the teenagers in prison, so they offer an alternative. Go to prison for the rest of their lives, or become UA students. It's a no brainer really. Izuku Midoriya is thrown right back into the life he had run away from a year and a half earlier. More than anything in the world, Izuku wanted to be a hero. He didn't really know what sparked this desire; maybe it was because he wanted to prove his parents wrong. Maybe it was because that's what his friend, Kacchan, wanted to do as well. But when Izuku finally developed his quirk, it wasn't what he had expected. It wasn't WHEN he expected it, either. In fact, it's timing caused quite a bit of trouble. Only four years old, and Izuku Midoriya had accidentally killed his only living relatives. The Bakugou family adopted Izuku. Katsuki and Izuku became like brothers, and began their path to becoming heroes together. Depressed Deku, unkillable, Immortal. What is he going to do with a power he doesn't want? If he doesn't find a use for it. Others might find one for him. A prize. Broken constantly mended and broken again? How is he going to cope with the fact everyone he knows is going to die? His loved? His family? How is he going to cope with something he didn't wish for? He'd rather stay quirkless. Suicide didn't work for him. Why does life spite him? He always thought he was Quirkless. until his childhood friend and wicked bully told him to swan dive off the roof. This broke him, his only friend who was always mean to him telling him to kill himself "the world will be better without quirkless like you to ruin it" that day, Izuku did what he said, leaveng his burnt notebook on his desk. Katsuki saw it and wondered why he left it. but he picked it up to go apologise and thank him for trying to save him, riddled with guilt as a quirkless boy tried to help when no one else was did. he saw his 'Friend' About to jump and it was going to be all his fault. Izuku Midoriya got involved in a villain incident causing him to lose his mother. A certain underground hero who got involved in the investigation grew fond of the child and decided to be his foster parent for a little while. But soon enough an even more interesting connection was found as Izuku manifested his quirk.

"No one makes a move to help anyone, even if they can, because that's the way the population is taught to think. Either you have a flashy quirk and become a hero, have a deadly quirk and become a villain, or have a useless quirk and be a background citizen..." Having ended up with the most unfortunate quirk, Izuku almost wished he'd simply been quirkless. The universe must've been kidding him. His quirk was way too villain-like for him to be a hero. But that made him all the more determined to be one. Just... in a different way.

Villain Hitoshi! Shinso Hitoshi. He's been wronged his entire life. His mother overdosed when he was 6, claiming she never wanted a Villain as a son before killing herself in front of him. His father became extremely abusive towards the young boy, blaming him for every little bad thing that happened. Even things out of the boys control. When he was 9, his father got out of hand and the boy accidentally killed him. And so he ran. For years. He begged for help, but who would help a Villain? And so, he became what they said he was. He took his second life when he was 10. And became Mind Breaker. He'd either kill his victims, or slowly torture them with his mind tricks and his Quirk. He kills Villains, Heroes, and Civilians alike. That is until he's captured by UA, and given the chance of Rehabilitation... This could either end in a good way, or a bad way...
