A few years before this story takes place, Soviet (USSR) stumbled upon a civilization of mermaids. He gained their trust, but betrayed them. He kidnapped their queen, along with a few others. He keeps them in aquariums in his house. The free mermaids moved, so that they wouldn't get caught either.
