Spoilers are in this book! As we know, at the end of Danganropa 2, Fuyuhiko mentions that he heard HER voice talking to him. That's what convinced him to do the shut down sequence. Since we don't ever see exactly what she says I decided to write what I think she would've said. This isn't cannon and it's really short...
