Tommy thought the hero vs villain system was shit, to put it simply. They used unjust punishments and called it justice. He never wanted to become a villain, the opposite, actually. He would've done anything to become a hero. Would've. Sure he helped people, but he also blew things up and robbed banks. No one got hurt. That was his rule. If he ever hurt some physically, he'd throw himself in to the heroes. He had rules. He was going to abide by them.
