Her father was a CEO of a famous hero experimented and research company, but it was taken from him with his 2 children along. The people who took Joozou and her brother saw potential in her. No quirk, a blank canvas. They wanted to try out a theory and some DNA they had stolen...to create the perfect number 1 hero.. The stolen DNA was Endeavors...the number 2 current hero..aka Enji Todoroki. After implanting it inter her original DNA they had an opening and activated her parents inherited DNA based quirks.
