But how has this man managed to avoid capture and escape it every time? Well, it has to do entirely with his own ability. USA possesses the ability to shapeshift into different forms, each with their own little perks and advantages. There is literally a filing cabinet full of as much information as possibly gathered on each of his forms, nicknamed "State forms" as USA himself calls them. Though, after meeting Russia, USA takes an interest and starts telling more information than usual to Russia, stringing him along for his own amusement.
