Hotaru is the twin sister of Izuku Midoriya, but she surprisingly manifests a quirk unlike Izuku who remains quirkless. The doctors are unsure of why this is, but it's made Hotaru protective of her younger twin brother to the point where she is constantly fighting other students. Hotaru and Inko are at odds because of her behavior and Hotaru's self-esteem is at an all time low when she saves a fellow student on their first day at U.A. gaining her first friend.
