Mikumo does develop a quirk, The power to use any quirk he wants but only if he knows how the quirk works, and has seen it in action. Izuku showed all the signs of getting a quirk, but sadly it never manifested. Mikumo: Purple hair with black tips that is curlier than Izuku's and covers his right eye most the time, Crimson eyes, slightly taller then Izuku even if he was born second.
