During Harry's second year, the incident and rumor about Harry being "The Heir of Slytherin" has reached Fudge. And being the normal paranoid man he is, he sent Aurors to arrest the boy. Harry pleaded not guilty and begged Dumbledore for help. But, Dumbledore ignored the boy in fear of losing his job. When Harry receives a letter from a magical school he doesn't recognize, who can he ask when his friends begin ignoring him, and none of the adults in his life will answer his letters?
