The Avatar was created to bring balance to the world, and not too soon after the Chie was created to bring balance to the Avatar. The First Avatar, Wan, combined the Avatar's spirit, Raava, with his dying lover's soul. This act created a new spirit named Zhījǐ, ever since then the Avatar and the Chie's souls have been intertwined. It's destiny that an Avatar and Chie would end up together... and destiny cannot be changed no matter what.

I wan born not to long after Aang. It was believed I would never bend. But then I did. I wasn't very skilled and failed sometimes but I still could. Then Aang was declared the avatar and the others became distant. Soon he left the temple and then I was told the same thing. That I was the avatar. I didn't believe them so I left too. I didn't have an Airbison just my kite. I flew away. I flew into a storm when lightning struck at me. Next thing I knew I was plummeting into the depths of the ocean.
