Sure, what he does is against the law, but the law never did anything for him, so it doesn't really matter. Patience is key. Planning and plotting every step of the way. Stay hidden until you're prepared to make a powerful show. He wasn't weak, just intelligent with a cause. A cause that would bend the world to it's knees.

And he may have been right, maybe he couldn't be a hero without a quirk, but that entirely depends on your definition of a hero. Is it the legal definition? A person employed under agencies to deal with villains? Or is it the noun? A person who is admired or idealized for courage, outstanding achievements, or noble qualities? The media eats the Vigilante Valor's story up. His name literally meant brave, and he showed that bravery. He even recorded it and posted it online, the crazy bastard. Obviously, the media loves a young bad boy with a good heart and a mysterious identity, and it doesn't take long for him to become internet-famous.

He was bullied for being "quirkless" and soon he had enough. He was mature enough to be on his own. He was almost as smart as Nezu because in his spare time all he did was train and learn. He trained his quirk but only when he was alone and he barely ever used it in battles. After dropping out of high school he becomes the most wanted vigilante. He had never been CAUGHT until now.
