Bill was a manipulative dream deamon and used human to upgrade his power, but normally he gave them a chance with a deal since most humans normally fall right into his trap,but dipper was differnt,bill could never get him in a deal before. What happens when they meet again when dipper is a teenager and is old enough for Bill's feelings to grow more lustful (Bill was always in his human form)
