Besides, abilities were rare and Yokohama is a mostly quirkless city. To the heroes, Yokohama is an unruly city run by villains with a high crime rate, and miserable citizens. To the quirkless population of Japan, it's a safe haven where they won't be ridiculed for not having a quirk. I don't own My Hero Academia or Bungou Stray Dogs.
