UA is a school for dead teens/children that didn't finish school before they dead. Class 1-A is a special class, ranging from all ages but you have to be very smart to get there. Apposed to other classes that stay relatively in the same age ranges.

Izuku midoriya is not quirkless but rather has a very powerful quirk but it's not a combat quirk.
