The Capitol is despicable and cruel and keeps the districts in line by forcing them all to send one boy and one girl to participate in the annual Derp Games, a 3-round competition on live television. 15-year-old Dogpiss Limabean regards it as humiliation when she steps forward to take her sister, Plum's, place in the Games.
