But Japan, having lost its sphere of influence in China resumes to heavy isolation, with elements of Japanese radicalists looking to seize power and cause havoc around the world. The year is 1972 Mithcel Werbell III and his mercenaries has reunifed Russia. When a mysterious gate appeared in Magadan a new opportunity emerges for Werbell and his mercenaries.

The story takes place in the lore of The New Order: Last Days of Europe, a Hearts of Iron IV mod. Manila, the Philippines. 1962. A lovely city surrounded by paradise, with clean air engulfing it and history being rewritten underneath it. Twenty years have passed since Quezon lost to the invaders from the Rising Sun and the Philippines surrendered to the Empire of Japan after the Battle of Bataan. Even though the Empire these days has been plagued with many problems both internally and externally, the Filipino people find themselves under an authoritarian rule. Defiance, on the other hand, is on the rise. The united resistance organizations of Luis Taruc, Ramon Magsaysay and Lorenzo Tañada is becoming more and more of a pain in the government's side. Juan Laxamana, a civil servant who is secretly an operative of the united resistance organization, must save his old friend Carl and get him out of the country. He, along with a group of pro-Restoration activists, will soon find themselves as fugitives in the midst of the growing unrest. Juan's wife Maria is lured into a world more horrific than she could have imagined. And the last person to be feared is Kenpeitai Sōchō Masazumi Inada, a war veteran, cunning, brilliant, and a hunter of men.
