Dream was an experiment. Well, let's be more specific, he was a failed experiment. Every month, Schlatt, their terrible Mayor, would take 15 teens to a lab to experiment on them. After that, they would be released depending on how dangerous you were. 5 being the most dangerous and most powerful, 4 being still dangerous but not too powerful. 4 being you had a power that was very useful and you couldn't use it to attack, 2 being not powerful at all but you still had something, and level one, you are no threat with a random power like you can spawn a muffin in your hand.
