Midoriya is hit with a quirk during his internship, causing him to lose his voice. What they don't know is that in return, he's able to hear the thoughts of those around him, allowing him to discover things about his classmates he was never supposed to know. Midoriya was the class scapegoat due to his lack of a quirk. In the world of quirks, not all men are created equal.
