Midoriya and Todoroki had grown up together. They ran away together. They joined a gang together. By the time they were 12 they ran that gang. Now they were 18 and ever since Midoriya admitted to liking him, Todoroki used him, for whatever reason. It was no secret that Todoroki didn't like him, but Midoriya chose to believe that he did. All hope went away when Todoroki decided he was going to be the new spy for their gang. Todoroki, apparently, thought sending Midoriya right into the cross fire was a good idea.
