Goh was still at the Kanto Region, Vermilion City. He needed to take his time to get prepared for him to go stop Ash's future plans. He needed more information to get and with his new partner Mew. In the world of Pokemon, there are creatures everywhere in the sky, ocean, and land. What many humans didn't know that there are carnivores and herbivores that feeds on meat and plants. For humans, they wanted to eat Pokemon meat. Unfortunately for them, eating meat is considered a crime in their world since they made a partnership with Pokemon and to treat them equally. And everyone had to be vegetarian, but not everyone wanted to become one. Which is why the black market exists for meat addicted people. A mysterious team created the black market in order to make money and for their people to eat meat. And there was a organization that wants to capture Mew to experiment with its powers, wanting to learn why Pokemon has them, and what made them very unique from humans. Ash's future plans is going to change the world forever, which Goh knows about this and concluded to himself that Ash is going to do a genocide method at the Galar Region because of the ability to dynamax Pokemon.
