Both of them suffer from a mental illness, that is indirectly shown in cannon. Midoriya has general anxiety disorder and is being treated for it. Todoroki has ComplexPTSD but doesn't realize it. This story will explore their illnesses as well as the feelings that they developed for each other. This story contains a lot of fluff but some deep emotional stuff as well. I have both of the illnesses I'm diagnosing Midoriya and Todoroki, so their symptoms and thought processes are real symptoms and illogical thought processes that one can have.
