The base concept of the story is very simple-What if Bell joined the Loki Familia. But, with the addition of a heavenly Restriction instead of insane powers. Bell will still be able to gain skills like Argonaut, though there will be changes.

That alone didn't bring him down but it made his friends turn their back on him. They belittled him, insult him and even go far to hurt him with their quirks. He alone weak in a world and even All Might didn't support his dream, he was left with nothing but anger. The anger is not for anyone but himself. He blamed himself but he knew he couldn't control what he was given. Now when he was on his last breaths something changed. Within the limits of the world he was given a quir- no a power. One that can surpass his limits, one that can make him go beyond and one that can even overpower gods. Now with this in his arsenal he would show this world that even if he doesn't have a quirk he has one far beyond that.
