This is to ensure the polluted air that is found to turn humans into frogs once the air hits their faces is prevented, and the material used to make paper bags is the only thing stopping that effect. But one man, Haru, always thought that that rule is stupid and had no basis, only a tale of caution told from one generation to the next. Deciding to prove that was the case, he walks out into the outside world out of the comfort of the underground bunker and took off his Paper Bag. What he finds out through this elicits a strange journey with his three other close friends (and a nuisance) in finding the origin of this 'fact', specifically, who started this entire rule.
