The plan was for all three to be trained by a Sannin and bring power to the leaf, and the only way for that to happen is for Sasuke to leave. During Sasuke's absence things took a turn for the worse. The village banished Naruto and Sakura when they protested against the 'Kill Sasuke' order. The three meet up and join the akatsuki after certain circumstances.
