Birds are free. They fly, they build their nests where they want, nothing to tie them down like school or heroes. Except this bird, who isn't exactly a bird. Shiori's quirk caused him a lot of trouble and even got him kicked out of his last home but at U.A it seems the fact he can turn into a human is more problematic.
