Tommy a 17 year old Vigilante with the power to steal quirks he's living with his friend until he gets himself into a sticky situation

It's a heroes job to arrest these crime fighting citizens, since it's against the law if you don't have a license. However, a certain winged hero sees potential in these young teens. After escaping their breaking family, the Simons. They set off on a journey of freedom, away from the clutches of their parents. As the years go by, in the shitty city they live in with a flawed hero system, they've decided to help those in need in the poorer parts of the city.
