Because ever since Cardin Winchester a bully went ahead and revealed Jaune's transcript he got expelled and kicked out of Beacon. Even after that, he was also banished from the Arc family and kicked out to live on the street. But he managed to find someone who took him in and showed him the criminal life and this is the start of his story to become the most powerful criminal in Los Santos.
