After the tri-wizard tournament, death eaters had pressumed that Harry had been killed by Voldemort. However, Harry escaped and when he got back to Hogwarts, the death eaters had attacked, killing Dumbledore. Death Eaters have strong influence on the ministry and the trio may not be able to control the ministry, but they can take advantage of Dumbledores unexpected murder and take over Hogwarts. Only then can they defeat Voldemort and take over the Ministry as well.
