Wallace Shelton was born in a secret Vought lab facility as one of the last of the "laser babies"-infants experimented on with Compound V in the hopes of creating a supe as powerful as Homelander, but with better control and public appeal. Unlike the others, Wallace survived the initial trials with more cognitive stability but was still treated like a lab rat.
Around age three, during a scheduled Vought PR shoot, Wallace's powers triggered uncontrollably when he was frightened by a loud camera flash. He vaporized three handlers before escaping the room. Vought declared it an "accident" and sealed him off from public view. The footage never aired.
Billy Butcher and the Boys found out about him through CIA contact Grace Mallory, who had intercepted internal Vought files about "Subject 118-W: Shelton, Wallace." During a violent infiltration mission, they discovered the terrified toddler restrained and drugged in a white-walled observation chamber. Butcher, surprisingly, refused to kill the child and instead took him in, seeing a chance at redemption-and a weapon Vought couldn't control.
