After the incident Loki had caused in New York and a word from Odin, Loki had been decided to stay on Midgard and learn his lesson, just like Thor once did. But since Loki dangerous, he was supposedly imprisoned, however with Thor's charms, he had convinced the rest of the Avengers that he will look after his brother, and for Tony to allow them to stay in the Stark Tower for the mean time. Captain America decided that it was best for all of Avengers to stay there, to look after Loki as best you all could.
