Tommy had never had a true home. His parents died when he was very young, and after living with his grandparents for a few months, he had floated from foster home to foster home for his entire childhood. Sometimes he stayed for a few weeks, sometimes a few days, and one time he only lasted a few hours. Mostly, they were nice people. They just weren't ready to handle a "troublesome teenager" as he was labeled. Some, though, some used him. Some took the money given to them to care for him and pocketed it. Some refused to feed him and would hit him if he asked for food.
