When a superpowered thief gets caught by an alien hero with a god complex, he's offered a choice:
Prison or the experimental Phoenix Program.
He picks the one with better snacks, and hotter women.
He doesn't take it seriously at first, but he eventually learns to see the value in doing good, leaving him with a choice between serving himself, or serving others.
What path will he choose?

Long story short, I ended up in the Superhero Dispatch Network's Phoenix program, which is a rehab program consisting of a team of reformed villains, a ln endless cycle of dispatchers, and expectations I'm not sure I can meet without screwing up in a spectacularly infamous fashion.
