If you want to know your soulmates past, you can touch their mark, you won't be able to see soulmate themselves but you can see what has been happening with him. Another way to know that you have found your soulmate is by the norm, looking to see matching marks. When Izuku was young, the quirk doctor said that he a fire type quirk, which he was excited about.
