After quirks were widespread and known to the public, Yokohama quickly worked to separate itself from the rest of Japan amidst the chaos. Yokohama had long known about the existence of abilities, but kept this knowledge tightly hidden, even after quirks were known to the public, Yokohama never confirmed the existence of abilities. Besides, abilities were rare and Yokohama is a mostly quirkless city. To the heroes, Yokohama is an unruly city run by villains with a high crime rate, and miserable citizens. To the quirkless population of Japan, it's a safe haven where they won't be ridiculed for not having a quirk. I don't own My Hero Academia or Bungou Stray Dogs.
