After the episode "Sock Opera" where Mabel got possessed by Bill, the dream demon was able to teleport to her mind right before being destroyed, leaving him very weak but also very much alive. Also the barrier around Gravity Falls doesn't quite effect Bill anymore since he is now kinda bound to Mabel's mind and wherever she is, he is too.
