Since there are no bodies of this particular villain, he simply couldn't be apprehended especially since he could send himself into another dimension with his power. Because of this villains' power sending Izuku into another world, he is dropped in the moment that Shiganshina falls against the Titans. But because the Author is wanting to make Izuku strong enough for this world that will kill him at any turn, he will have his very own powers that will aid him in the destruction of Titan kind.
