They just weren't ready to handle a "troublesome teenager" as he was labeled. Some, though, some used him. Some took the money given to them to care for him and pocketed it. Some refused to feed him and would hit him if he asked for food. i started changing this story a bit to read it better but i got to lazy and jusy to do that at every chapter so i will just leave it like that for now.
