In 1984, Victor Vance had traveled to Vice City to join the military in order to pay his brother's medical bills. But all is not well following his arrival: he is kicked out of the army due to a misunderstanding, and once he does get a great job, he is attacked by a local gang, thus costing him the job. With the streets replete with crime and violence, Vic's only hope to survive to making money for his family would be to adapt to crime life, starting with building empires of his own. The storyline of Vice City Stories, but with some changes and improvements.

Five years ago, Carl Johnson ran away from his hometown in Los Santos to Liberty City after letting his younger brother die. Now, in 1992, things start going from bad to worse. His mother is killed, his gang is slowly falling apart, and some cops have him on his case as blackmail. During his journey in the return of his hometown, it's up to CJ to get his gang on top, keep his family safe, and the streets under control. The story of GTA San Andreas, but with additional missions and a few changes (well, a lot of changes really). It's much longer than the game's actual storyline as well.
