As time went on, and various societies began to integrate Quirks with everyday life, the vigilantes faded into near extinction. Heroes replaced them, and branded the vigilantes criminals. They went into hiding, biding their time as generations passed. training their children to follow in their footsteps. The year is now 2XXX, and vigilantes are as rare as they've ever been before. All except one. Nobodies ever seen them. not the people they've saved, the villainess and thugs they've apprehended, the heroes who've been sent to arrest them. They only know their moniker. (Vigilante Deku)(Dadzawa)(Dadmic) Izuku Midoriya has had a hard life since the beginning. Izuku's Father had left and his mother was killed in a quirk accident. So Izuku swore to never use his quirk. He was bullied for being "quirkless" and soon he had enough. He was mature enough to be on his own. He was almost as smart as Nezu because in his spare time all he did was train and learn. He trained his quirk but only when he was alone and he barely ever used it in battles. After dropping out of high school he becomes the most wanted vigilante. He had never been CAUGHT until now.

"Even if I don't have a quirk, can I bee a hero?" Silence... "Without a quirk?" "If you want to help others, then you could also become a police officer, or a nurse." And he may have been right, maybe he couldn't be a hero without a quirk, but that entirely depends on your definition of a hero. Is it the legal definition? A person employed under agencies to deal with villains? Or is it the noun? A person who is admired or idealized for courage, outstanding achievements, or noble qualities? The media eats the Vigilante Valor's story up. His name literally meant brave, and he showed that bravery. He even recorded it and posted it online, the crazy bastard. Obviously, the media loves a young bad boy with a good heart and a mysterious identity, and it doesn't take long for him to become internet-famous.
