Atsushi and Akutagawa are sent on a mission to infiltrate the school for heroes, known as UA, in order to protect the city. The Armed detective agency has been receiving anonymous tips leading towards a conclusion that an organisation called the league of villans has a traitor, hiding in UA. At the same time, the league attempts to sneak into Yokohama to build a base there, away from the heroes.
