It was ruled by a man who managed to conquer the islands and bring them under a unified banner called, "The Shogun." Little is known about the man, only that he was the "avatar" for a Dragon. Out of desperation and a sense of superiority, Konoha sends an envoy to secure an alliance. They were confused that, with so many resources they had at their disposal, they would be able to tempt the Shogun into accepting their offer. Little did they know... The Shogun wouldn't be accepting any offers.
