Konohagakure had been in a decline ever since one Naruto Uzumaki- secretly Namikaze-was banished. Not for Treason. Not for being a stain on Konoha. Not even for failing a Mission. Rather, it was because he succeeded in a mission that he was banished. By successfully bringing back one Sasuke Uchiha, the Civilian and Shinobi Councils believed it would be best to banished the boy. For simply utilizing the very little skills he had and using the Kyūbi no Kitsune's power. However, that action came back to haunt them. Far east in the Kaiju Sea, a new nation had recently being founded, "The Dragonian Empire" if you will. It was ruled by a man who managed to conquer the islands and bring them under a unified banner called, "The Shogun." Little is known about the man, only that he was the "avatar" for a Dragon. Out of desperation and a sense of superiority, Konoha sends an envoy to secure an alliance. They were confused that, with so many resources they had at their disposal, they would be able to tempt the Shogun into accepting their offer. Little did they know... The Shogun wouldn't be accepting any offers.
