But the city's state of bliss is the achievement of a domineering and totalitarian regime which monitors all communication, controls the media, has policies which include the outright illegalisation of smoking, and, it is strongly implied, operates sham trials and a sham democracy. Eighteen years before the events of the game they had opened fire on a protest against their rule, killing many civilians. As the story begins mayoral elections are near and a new candidate, Robert Pope, is challenging the incumbent Mayor Callaghan on a platform of deregulation. Faith, after completing a delivery to fellow Runner Celeste, learns that her sister Kate may be in trouble at Pope's office. When she arrives, she finds Kate standing beside Pope's body, insisting she has been framed for murder and requesting Faith to discover the cause. 1960. North Atlantic Ocean, 63° 2' N, 29° 55' W. The city is holding its breath. Shortly after civil war launched in the suboceanic city of Rapture, a young girl awakes to find herself in a world far from the scope of reality. Left to her own limited devices, Irvette is introduced to the genetically corrupted and bloodthirsty inhabitants of the city, including into the odd madman Douglas Ward. They launch a dubious partnership, armed with only a makeshift arsenal and hope for ascension. But as they battle Rapture's inhuman residents, they begin to realize the truth of how they got there, why the world is crumbling around them, and who they're truly fighting against.

The story is set in fictional Whispering Rock Psychic Summer Camp, a remote US government training facility under the guise of a children's summer camp. The area was hit centuries ago by a meteor made of psitanium (a fictional element that can grant psychic powers or strengthen existing powers), creating a huge crater. The psitanium affected the local wildlife, giving them limited psychic powers, such as bears with the ability to attack with telekinetic claws and cougars with psychokinesis. The Native Americans called the area psitanium "whispering rock". When settlers began inhabiting the region, the psychoactive properties of the meteor slowly drove them insane. An asylum was built to house the afflicted, but within fifteen years, the asylum had more residents than the town did. The government relocated the remaining inhabitants and flooded the crater to prevent further settlement, creating what is now Lake Oblongata. The asylum still stands, but has fallen into disrepair. The government took advantage of the psitanium deposit to set up a training camp for Psychonauts, a group of agents gifted with psychic abilities and used to help defeat evil-doers. The training ground is disguised as a summer camp for young children, but in reality helps the children to hone their abilities and to train them to be Psychonauts themselves. Due to this, only those recruited by the Psychonauts are allowed into the camp.

Max Caulfield, and Chloe Price are both enrolled to a college in Maryland, and are assigned as roommates. At first the two don't get along because of their different personalities, but then bond over their differences and adventures together.
