Izuku will be part of a test of sorts that he and Nezu come up with, the main idea is how well can a non quirked individual do in a hero work environment, the secondary idea was how the students working as heroes would interact with a vigilante in their test. During the Heroes vs Villains training, Izuku dies and is reincarnated into the world of TTIGRAAS as a true dragon and the second child of Veldora.

Izuku was a strange child, when he was a kid he found out he had a quirk but the doctors had no idea what it was or how it worked. Because of this he tried everything he could think of to try make his mom's or dad's quirks work but absolutely nothing did. As he was slowly pushed away by everyone except for his mother, he had no one, no friends or anything, because of this he gained the hobby of drawing to help him cope with the loneliness. Years passed by and he finally accepted that he was quirkless and because of that everyone all but increased in the bullying making Izuku even more isolated. But then one day something changed when after he was bullied and he was at home drawing, his quirk finally showed itself. @JaydenFleisher writes the description for each chapter and I write the story itself

At four years old, Izuku Yagi is diagnosed as quirkless while his twin sister Izumi has powerful telekinesis. It is also when he's four years old that his parents start to forget about him. But that won't stop him from achieving his dream of becoming a hero. Nothing will. Not being forgotten by his parents. Not being beat by his sister and childhood friend near daily. After all, All Might says that anyone can be a hero. "It's nice to have a dream, but keep it realistic." Abandoned once again, this time with his dream crushed, he takes his childhood friend's advice. 'Take a swan dive off the roof and pray for a quirk in your next life!' The only problem? Izuku forgotten in the forest by his step father for being quirless at the age of four all was seemed hopeless and was left to die but he wasn't going to let that happen with a new resolve he marched forward and made a vow to never let be stepped on ever again. (Sorry if the description isn't good but I hope you all enjoy the story and izuku will act like inosuke for sometime)

Izuku Midoriya barely survived death once, having flung himself off the building where his dreams were crushed... now he is brought face to face with a cursed man, who then unwittingly burdens Izuku with his gesh. Izuku takes Bakugou's advice and jumps off of a cliff. His neglectful parents realize their mistakes only too late as they find out about his death. As they read through his journals, they along with the rest of the UA family find out just how bad it was for him. Meanwhile, Izuku has awakened in a new world, as a supreme being no less. How will his former family feel when he returns in ten months?

Izuku Midoriya only barely succeeded in his goal to unify Earth, but now has the trouble of dealing with a galaxy at war... although... not everything is as it seems. Earth is now involved... in the Clone Wars.

Izuku Yagi was falsely diagnosed as quirkless when he was four due to the use of a article that was a century outdated. Afterwards, his family neglected him, his sister and his former friends abused him so that he would be 'safe' and give up his dream of being a hero.
