The four help keep order and decide punishments for cookies who've committed crimes. However, if the legendaries commit crimes themselves, they are exiled almost immediately. Fire Spirit accidentally kills a cookie himself. He now must face the consequences. However, his rage turns into flames on his body, and he decides revenge against the three cookies who were the reason he was exiled.
