Meeting in a family-owned cafe is pretty cliche, but it's almost perfect in this world. Two people can be made for each other, however, Levi has been soulmate-free for years. Discrimination and violence against Omegas are the norm. Even the government is controlling their fates by having strict rules around mating to keep up birth rates. Omegas are only allowed to be romantically involved and mate with Alphas and they have to take personality tests to get matched with someone of the opposite second gender that is compatible with them. But of course, just because some numbers say you will be compatible doesn't reflect true feelings or even being fated to be together by pure bond. No computer could ever calculate that. Erwin's family are highly active in fighting for Omegas-rights, trying to demolish the practice of matching.
