It's up to the twins and their best friend, a special guest, to install a new kind of fear into the hearts of criminals worldwide. They have the same ability which is one similar to that of their mother America, but with a twist on it more like their father. They have created, and can summon, beings they like to call Borough-human's. They are similar to Guardians, so many treat them as such, but the twins pay more attention to the care of those their ability created. Each Borough-human has a "cold related" ability, such as snow, ice, water, and wind, all of which can be potentially deadly. And now, with their best friend unknowingly putting herself in danger in this line of work, how far will the twins have to go to protect and look after her? Or will it just be only one of the twins? And what arguments and betrayals will come from this?
