Harvey is the doctor in Pelican town, but only because nobody else can do their job. It's a bit of a pity, really. In fact he wanted to be a pilot. But he couldn't see far enough to even start the training. Plus he was afraid of heights so that would of gone well. But when word got out that a new farmer was coming to Stardew Valley - one who didn't know anything about farming, no less - it took an instant to gain the interest of the townspeople who were already talking about them though they hadn't even arrived yet. So it seemed to him, with the way everyone talked about them as they walked through town and up to their home - that his future was sealed. A new farmer is coming to Pelican town.
