A rogue Watcher has secretly settled agents on all eighteen confederation worlds. Only the newly joined nineteenth member (Earth) isn't affected - yet. Neil Bolgon and Rebecca Chambers agree to help the Tranchillions hunt for the rogue Colonel Dowdneer on Tranchilite and stay behind when the envoy team return to Earth. Rebecca has other plans though and Neil flies her to Varso to begin her Paladin Knight training. Neil decides to go back to Tranchilite to resume his search for Dowdneer leaving Rebecca alone on Varso. The rogue Watcher is almost in position to begin his plan. Will Neil be able to stop him? Will Rebecca make it back in time? Or will the Galactic War begin?

A new planet is discovered on the edge of our solar system. We named it Anthera. During a mission to explore the planet, the astronauts were attacked by an unknown alien race. Years later, the human race is at war with these aliens (Tranchillions). Their technology is far in advance of our own and we don't know their numbers. A powerful psychic alien race (The Watchers), from the same part of the galaxy as the Tranchillions, send a message to a young female psychic (Rebecca Chambers). After capturing an alien spacecraft a plan is formed. Neil Bolgon (one of the Space Federation's best soldiers) is sent with the civilian psychic to infiltrate the aliens on Anthera. They use a 'Chameleon Suit' which has the ability to make the wearer look like another life form. Will they bring an end to the war or make it worse?

Colonel Dowdneer has escaped. The Space Federation send more personnel to Anthera. Both to search for the rogue Colonel and to colonise the planet. After vowing not to return to Anthera, Rebecca Chambers changes her mind and joins the research team. But the Watchers are not finished with her yet. Will Neil and his fellow pilots find Colonel Dowdneer before the imminent arrival of another Tranchillion Mothership or will Dowdneer find a way to continue the war with the humans.
